Im a federal employee in a FERS system. I have 250,000 in TSP. Should I take my money out and roll it in to a ira so my wife if I die will get all that she deserves or leave it in a annuity payment with half surviour benefits for my wife?

I have a $500K Term Life Policy and would like to borrow against it and I intend to borrow against the policy and pay off the house.
