Myself and my stepson who is older than me are both listed as beneficiaries on my now deceased spouses life insurance policy. I have filled out my portion of the paperwork (his portion is just a duplicate of mine) and I've attached all necessary documents. If he doesn't complete his paperwork will that delay my payment?

My friend and I are having a debate on this. I responded to an add online for a part time contractor job. The general contractor said he will be paying me by business check but will not 1099 me. He did not ask for my social security number or have me fill out a w-9. Could he still 1099 me at the end of year with out that information? It will be about 200 dollars...
